Renowned oilman, Paul Foster earned his billionaire status thanks to the rising stock price of his company, Western Refining. As of February, Foster witnessed over 90% rise in the company's shares. He has been serving as the CEO and Executive Chairman of the Board for Western Refining, ever since he established the company in 1997.

With headquarters in El Paso, Texas, the business has turned into an independent oil refiner and marketer, which owns two refineries with a combined capacity of 155,000 barrels of crude oil per day, along with approximately 225 convenience stores in the Southwestern U.S. A graduate of Baylor, he started his career as a certified public accountant before running finances for oil refineries across the Southwest.
